At least 48 people have been killed in recent days by severe flooding in eastern Indian that was set off by heavy rains, authorities said Monday.

The floods have affected an estimated 3.9 million people in the state of West Bengal, and the situation remains grim in many areas, said Javed Ahmed Khan, the state’s disaster management minister.

“We are still struggling to control the situation,” he told CNN.

About 400,000 people have been moved to relief camps.
